Born in Kibris in 1881/82 (AH 1299), Ahmet Muhsin Efendi came from the Muslim (Müslüman) community; the father was a deputy judge (naip). Schooling took seven years, at a middle school (Rüşdiye Mektebi); Ahmet Muhsin also held a qualification (a diploma, certificate, training or decoration).

At about 21, in 1903/04, Ahmet Muhsin began work in Leskovik, paid from the start, on 200 kuruş a month. The first annual entry, for 1903/04, places Ahmet Muhsin in Elassona (Alasonya) as a communications official (Muhabere Memuru). For 1904 to 1906 the lists have no entry. The last post was in Kastoria (Kesriye) in 1906/07.
