Life#
Mehmet Necip Efendi was born in Bolu in 1867/68 (AH 1284) into the Muslim (Müslüman) community; the father was a tradesman (esnaf). Schooling took seven years, at a middle school (Rüşdiye Mektebi); Mehmet Necip also attended the telegraph school.
Mehmet Necip began work in Istanbul in 1878/79, at about 12, with two unpaid years as a mülazım (apprentice) before a first salary of 710 kuruş. Few began so young; fewer than 3 per cent of the 5,128 officials whose age at first work is known started at 12 or younger. The first annual entry, for 1880/81, places Mehmet Necip in Zabid (Zebid) as a communications official (Muhabere Memuru). The annual lists then follow Mehmet Necip to Taiz in 1882/83, then Sana'a (Sana) from 1883 to 1889. Mehmet Necip then moved to five places in eight years. The last post was in Hakkâri (Çölemerik) in 1897/98, with a rise to director of the second grade (2. Müdür). Taiz, about 3,250 km from Bolu, was the post farthest from the birthplace; only 44 of the 5,162 officials with a known birthplace and place of service served as far from home.
Pay rose from 710 kuruş a month in 1880/81 to a peak of 1,000 in 1889/90, as 2. Müdür in Manakhah, when 85 per cent of paid officials earned less. Over 17 years pay ended below where it began, 700 kuruş against 710. The final annual entry is for 1897/98.
