Yakup Efendi was born in Pristina (Priştine) in 1875/76 (AH 1292) into the Muslim (Müslüman) community. Schooling took seven years, at a middle school (Rüşdiye Mektebi); Yakup also held a qualification (a diploma, certificate, training or decoration).

At about 16, in 1891/92, Yakup began work in Istanbul, with four unpaid years as a mülazım (apprentice) before a first salary of 400 kuruş. The annual lists begin in 1895/96, with Yakup as a communications official (Muhabere Memuru) in Damascus (Şam). The last posts were in Volos in 1897/98 and Sahince in 1905/06. The lists have no entry for 1898 to 1905.

The salary went from 400 kuruş a month in 1895/96 to 600 in 1905/06, the peak, as 3. Müdür in Sahince, when two in three paid officials earned less. The last annual entry is for 1905/06. An entry in "Sicill-i Ahval Defterlerine göre Priştineli memurlar" by ÖMER CAN (2023) probably refers to Yakup, since the name, the birthplace and the archive register and page agree.
