Life#
Born in Istanbul in 1846/47 (AH 1263) into the Muslim (Müslüman) community, Osman Nuri Efendi was the child of a district governor or lieutenant colonel (kaymakam). Osman Nuri had seven years of schooling, at a middle school (Rüşdiye Mektebi).
Work began in Bitola (Manastır) in 1864/65, at about 17, with three unpaid years as a mülazım (apprentice) before a first salary of 400 kuruş. The first annual entry, for 1867/68, places Osman Nuri in Serres (Siroz) as a communications official (Muhabere Memuru). Osman Nuri then moved to eight places in 17 years, from Drama to Kosova, then back to Pristina from 1889 to 1893, with a rise to central office official (Merkez Memuru). For 1872 to 1875 and 1884 to 1889 the lists have no entry. The last posts were in Diskata from 1893 to 1895. Ten places in all, a number reached by fewer than 4 per cent of the 5,200 officials with a place of service.
Pay rose from 400 kuruş a month in 1867/68 to a peak of 800 in 1877/78, as Muhabere Memuru in Pristina, when 68 per cent of paid officials earned less. In all, 20 years of salary come to 137,640 kuruş, about what an official on the median salary earned in those years. The final annual entry is for 1894/95.
