Life#
Hüseyin Fehmi Efendi was born in Istanbul in 1872/73 (AH 1289) into the Muslim (Müslüman) community; the father was a telegraph director (telgraf müdürü). At about 19, in 1891/92, Hüseyin Fehmi began work in the postal service (Posta) in Istanbul, with three unpaid years as a mülazım (apprentice) before a first salary of 40 kuruş. The annual lists begin in 1894/95, with Hüseyin Fehmi as an official (Memur) in Istanbul, the birthplace, where the entries run to 1898/99. Next came Nisyros in 1899/1900, as a director of the third grade (3. Müdür), and Poroy in 1900/01. The last posts were in Istanbul again from 1904 to 1911, first as Ziraat Muduruyeti Memuru, from 1908/09 as a fair-copy clerk (Mübeyyiz).
The salary went from 40 kuruş a month in 1894/95 to 800 in 1910/11, the peak, as Mübeyyiz in Istanbul, when 64 per cent of paid officials earned less. Pay rose to 20 times the first salary; fewer than 5 per cent of the 2,859 officials paid for ten years or more rose as far. The last annual entry is for 1910/11.
