Life#
Born in Foča (Foça) in 1880/81 (AH 1298) into the Muslim (Müslüman) community, Halil Cemil Efendi was the child of a director (müdür). Schooling took seven years, at a middle school (Rüşdiye Mektebi); Halil Cemil also held a qualification (a diploma, certificate, training or decoration).
Work began in Foča in 1901/02, at about 20, with two unpaid years as a mülazım (apprentice) before a first salary of 250 kuruş. The annual lists begin in 1903/04, with Halil Cemil as a communications official (Muhabere Memuru) in Blagoevgrad (Yukarı Cuma). From 1904 to 1906 the annual entries place Halil Cemil in Izmir (İzmir).
The salary went from 250 kuruş a month in 1903/04 to 350 in 1904/05, the peak, as Muhabere Memuru in Izmir, when one in three paid officials earned less.
