Life#
Born in Istanbul in 1865/66 (AH 1282), Hüseyin Şehabettin Efendi came from the Muslim (Müslüman) community; the father was a tradesman (esnaf). Hüseyin Şehabettin had seven years of schooling, at a middle school (Rüşdiye Mektebi).
Work began in Istanbul in 1888/89, at about 23, with three unpaid years as a mülazım (apprentice) before a first salary of 750 kuruş. The annual lists begin in 1891/92, with Hüseyin Şehabettin as a communications official (Muhabere Memuru) in Yemen. Next came Sivas, Havsa, Istanbul and Tarabya, four places in six years, with a rise to director of the third grade (3. Müdür) in 1894/95. The last posts were in Beyoğlu from 1899 to 1907. The farthest post, Yemen, lay about 3,200 km from Istanbul, and fewer than 2 per cent of the 5,162 officials with a known birthplace and place of service served as far from the birthplace.
The salary never rose above the first in the lists, 750 kuruş a month in 1891/92, as Muhabere Memuru in Yemen, when three in four paid officials earned less. Over 16 years pay ended below where it began, 525 kuruş against 750; fewer than 7 per cent of the 2,010 officials paid for 15 years or more ended as low. The final annual entry is for 1906/07.
