Life#
Born in Thessaloniki (Selanik) in 1858/59 (AH 1275), Mehmet Nuri Efendi came from the Muslim (Müslüman) community. Schooling took seven years, at a middle school (Rüşdiye Mektebi).
At about 19, in 1878, Mehmet Nuri began work in Kavala, with two unpaid years as a mülazım (apprentice) before a first salary of 140 kuruş. The first annual entry, for 1879/80, places Mehmet Nuri in Zlatograd (Darıdere) as Muvassil. Mehmet Nuri then moved to Mount Athos in 1881/82, then Florina from 1883 to 1893. Next came Kayalar, Bayburt, Hınıs and Malazgirt, four places in 11 years, with a rise to communications official (Muhabere Memuru) in 1901/02 and to director of the third grade (3. Müdür) in 1903/04. For 1899 to 1901 the lists have no entry. The last posts were in Erciş from 1904 to 1906. Few officials served in as many provinces; fewer than 7 per cent of the 5,200 officials with a place of service did.
Pay rose from 140 kuruş a month in 1879/80 to a peak of 600 in 1903/04, as 3. Müdür in Hınıs, when two in three paid officials earned less. The peak lasted a single year; the next list gives 500 kuruş. Over 23 years the salaries add up to 83,040 kuruş, 60 per cent of what an official on the median salary earned. The final annual entry is for 1905/06.
