Life#
Rifat Efendi was born in Bihliste in 1875/76 (AH 1292) into the Muslim (Müslüman) community. Schooling took seven years, at a middle school (Rüşdiye Mektebi); Rifat also held a qualification (a diploma, certificate, training or decoration).
Work began in Bihliste in 1903/04, at about 28, with half a year without pay as a mülazım (apprentice) before a first salary of 250 kuruş. The annual lists begin in 1903/04, with Rifat as a communications official (Muhabere Memuru) in Ioannina (Yanya), where the entries run to 1905/06. In 1906/07 the lists place Rifat in Preveza (Preveze).
The salary never rose above the first in the lists, 250 kuruş a month in 1903/04, as Muhabere Memuru in Ioannina, when 14 per cent of paid officials earned less. In all, four years of salary come to 12,000 kuruş, 54 per cent of what an official on the median salary earned in those years. The last annual entry is for 1906/07.
