Life#
Born in Adana in 1877/78 (AH 1294) into the Muslim (Müslüman) community, Mehmet Emin Efendi was the child of a telegraph official (telgraf memuru). Schooling took seven years, at a middle school (Rüşdiye Mektebi).
Work began in Tarsus in 1889/90, at about 13, with five unpaid years as a mülazım (apprentice) before a first salary of 400 kuruş. Of the 5,128 officials whose age at first work is known, fewer than 6 per cent started at 13 or younger. The first annual entry, for 1894/95, places Mehmet Emin in Adana, the birthplace, as a communications official (Muhabere Memuru), where the entries run to 1896/97. Next came Osmaniye in 1897/98, as a director of the third grade (3. Müdür), and Mersin in 1898/99, then Tarsus from 1899 to 1904. The last post was in Adana again in 1904/05, with a rise to acting director (Müdür Vekili).
The salary went from 400 kuruş a month in 1894/95 to 740 in 1904/05, the peak, as Müdür Vekili in Adana, when four in five paid officials earned less. The last annual entry is for 1904/05.
