Life#
Born in Sivas in 1878/79 (AH 1296), Ali Ethem Efendi came from the Muslim (Müslüman) community; the father's occupation was "Nufus Memuru". Ali Ethem had seven years of schooling, at a middle school (Rüşdiye Mektebi).
At about 15, in 1893/94, Ali Ethem began work in Sivas, with 12 unpaid years as a mülazım (apprentice) before a first salary of 200 kuruş. Of the 5,142 officials with a known apprenticeship, 11 worked unpaid for 12 years or longer. From the first annual entry, for 1905/06, to 1907/08, every annual entry places Ali Ethem in the same office, correspondence office (Tahrirat Kalemi), in Sivas, the birthplace.
The salary went from 200 kuruş a month in 1905/06 to 300 in 1906/07, the peak, in the Tahrirat Kalemi in Sivas, when one in four paid officials earned less. In all, three years of salary come to 9,600 kuruş, 65 per cent of what an official on the median salary earned in those years. The final annual entry is for 1907/08. An entry in "Sicill-i Ahval Defterlerine göre Sivaslı devlet adamları" by NESLİHAN EROL (2022) probably refers to Ali Ethem, since the name, the birthplace and a place of service agree.
