Ahmet Rıza Efendi was born in Sivas in 1878/79 (AH 1296) into the Muslim (Müslüman) community; the father was a telegraph official (telgraf memuru). Schooling took seven years, at a middle school (Rüşdiye Mektebi).

Ahmet Rıza began work in Sivas in 1900/01, at about 21, with two unpaid years as a mülazım (apprentice) before a first salary of 250 kuruş.
