Life#
Hüseyin Avni Efendi was born in Sivas in 1878/79 (AH 1296) into the Muslim (Müslüman) community; the father was a tradesman (esnaf). Schooling took seven years, at a middle school (Rüşdiye Mektebi); Hüseyin Avni also wrote French as well as Turkish and held a qualification (a diploma, certificate, training or decoration).
Work began in Giresun in 1895/96, at about 16, with three unpaid years as a mülazım (apprentice) before a first salary of 250 kuruş. The annual lists begin in 1898/99, with Hüseyin Avni as an official for foreign communications (Muhaberat-ı Ecnebiye Memuriyeti) in Giresun, where the entries run to 1904/05. In 1905/06 the lists place Hüseyin Avni in Samsun.
Pay rose from 250 kuruş a month in 1898/99 to a peak of 400 in 1905/06, as Muhaberat-ı Ecnebiye Memuriyeti in Samsun, when 38 per cent of paid officials earned less.
