Born in Erzurum in 1875/76 (AH 1292), Hasan Tahsin Efendi came from the Muslim (Müslüman) community; the father was a telegraph official (telgraf memuru). Schooling took four years, at a school for young children (Sıbyan Mektebi).

Work began in Muş in 1893/94, at about 18, with one unpaid year as a mülazım (apprentice) before a first salary of 200 kuruş. The annual lists begin in 1894/95, with Hasan Tahsin as a communications official (Muhabere Memuru) in Bitlis. In 1896/97 the lists place Hasan Tahsin in Erzincan.

The salary went from 200 kuruş a month in 1894/95 to 500 in 1896/97, the peak, as Muhabere Memuru in Erzincan, when half the paid officials earned less.
