Şemseddin Efendi was born in Erzurum in 1875/76 (AH 1292) into the Muslim (Müslüman) community. Schooling took seven years, at a middle school (Rüşdiye Mektebi).

Şemseddin began work in Erzurum in 1895/96, at about 20, with one unpaid year as a mülazım (apprentice) before a first salary of 100 kuruş. Both annual entries, for 1896/97 and 1897/98, place Şemseddin in Erzurum, the birthplace, as an official (Memur).
