Life#
Born in Erzurum in 1866/67 (AH 1283) into the Muslim (Müslüman) community, Mehmet Rüştü Efendi was the child of a farmer (çiftçi). Mehmet Rüştü had seven years of schooling, at a middle school (Rüşdiye Mektebi).
Work began in Erzurum in 1896/97, at about 30, paid from the start, on 200 kuruş a month. Few began so late; fewer than 4 per cent of the 5,128 officials whose age at first work is known started at 30 or older. The first annual entry, for 1896/97, places Mehmet Rüştü in Erzurum, the birthplace, as a registry clerk (Mukayyit). Next came Erzincan from 1897 to 1900, with a rise to postal official (Posta Memuru) in 1897/98, then a return to Erzurum from 1900 to 1902. The last post was in Erzincan again in 1902/03.
The salary went from 200 kuruş a month in 1896/97 to 550 in 1899/1900, the peak, as Posta Memuru in Erzincan, when 68 per cent of paid officials earned less. The peak lasted a single year; the next list gives 450 kuruş. The last annual entry is for 1902/03.
