Life#
Born in Istanbul in 1881/82 (AH 1299), İbrahim Refet Efendi came from the Muslim (Müslüman) community; the father was a telegraph director (telgraf müdürü). İbrahim Refet had seven years of schooling, at a middle school (Rüşdiye Mektebi), and held a qualification (a diploma, certificate, training or decoration).
At about 14, in 1895/96, İbrahim Refet began work in Istanbul, with three unpaid years as a mülazım (apprentice) before a first salary of 50 kuruş. The first annual entry, for 1898/99, places İbrahim Refet in Istanbul, the birthplace, in the accounts office (Muhasebe Kalemi), where the entries run to 1900/01. The last posts were in Karamürsel from 1901 to 1903 and Izmir (İzmir) from 1903 to 1905, with a rise to communications official (Muhabere Memuru) in 1901/02.
Pay rose from 50 kuruş a month in 1898/99 to a peak of 400 in 1904/05, as Muhabere Memuru in Izmir, when 38 per cent of paid officials earned less. Over seven years the salaries add up to 18,600 kuruş, 45 per cent of what an official on the median salary earned. The last annual entry is for 1904/05.
