Life#
Born in Kemaliye (Eğin) in 1862/63 (AH 1279) into the Muslim (Müslüman) community, Mehmet Hilmi Efendi was the child of a postal official (posta memuru). Schooling took seven years, at a middle school (Rüşdiye Mektebi).
Mehmet Hilmi began work in Kırkağaç in 1887/88, at about 25, paid from the start, on 150 kuruş a month. The annual lists begin in 1887/88, with Mehmet Hilmi as a communications official (Muhabere Memuru) in Kırkağaç, where the entries run to 1890/91. Next came Elassona (Alasonya), Seciste and Malviz from 1891 to 1896, with a rise to director of the third grade (3. Müdür) in 1894/95, then Harput from 1896 to 1901. The last posts were in Arapgir in 1901/02 and Kemaliye, the birthplace, in 1902/03.
Pay rose from 150 kuruş a month in 1887/88 to a peak of 600 in 1895/96, as 3. Müdür in Malviz, when 59 per cent of paid officials earned less. That salary was paid for a single year, and the next list gives 540 kuruş. The last annual entry is for 1902/03.
