Life#
Born in Varna in 1869/70 (AH 1286), İbrahim Zeki Efendi came from the Muslim (Müslüman) community; the father was a telegraph official (telgraf memuru). İbrahim Zeki had nine years of schooling, at the Darulmuallim Mektebi, and wrote Turkish and spoke Arabic. Few officials studied at Darulmuallim Mektebi; only 4 of the 5,146 officials with a school did.
İbrahim Zeki began work in Serakeri in 1890/91, at about 21, with seven unpaid years as a mülazım (apprentice) before a first salary of 100 kuruş. Fewer than 6 per cent of the 5,142 officials with a known apprenticeship worked unpaid for seven years or longer. From 1897/98 to 1904/05 every annual entry places İbrahim Zeki in Istanbul, first as an official for written correspondence (Muharrerat Memuru), from 1898/99 as a communications official (Muhabere Memuru), from 1900/01 as Tetkik Memuru and from 1901/02 as Muhabere Memuru.
The salary went from 100 kuruş a month in 1897/98 to 150 in 1901/02, the peak, as Muhabere Memuru in Istanbul, when 5 per cent of paid officials earned less. The last annual entry is for 1904/05. An entry in "Sicill-i Ahvâl Defterlerine göre Osmanlı bürokrasisinde Varnalı devlet adamları" by İSA ÖZHAN (2024) probably refers to İbrahim Zeki, since the name, the birthplace and the archive register and page agree.
