Life#
Born in Istanbul in 1871/72 (AH 1288) into the Muslim (Müslüman) community, Mehmet Rüştü Efendi was the child of a tradesman (esnaf). Mehmet Rüştü had seven years of schooling, at a middle school (Rüşdiye Mektebi).
Work began in Istanbul in 1887/88, at about 16, with four unpaid years as a mülazım (apprentice) before a first salary of 300 kuruş. The first annual entry, for 1891/92, places Mehmet Rüştü in Silivri as a communications official (Muhabere Memuru). Next came a return to Istanbul, the birthplace, from 1892 to 1894, then Izmir (İzmir) from 1894 to 1904. The last posts were in Demirci from 1904 to 1906, with a rise to director of the third grade (3. Müdür).
Pay rose from 300 kuruş a month in 1891/92 to a peak of 540 in 1904/05, as 3. Müdür in Demirci, when 61 per cent of paid officials earned less. Over 15 years the salaries add up to 66,240 kuruş, 74 per cent of what an official on the median salary earned. The final annual entry is for 1905/06.
