Life#
Mehmet İhsan Efendi was born in Istanbul in 1858/59 (AH 1275) into the Muslim (Müslüman) community; the father was a pasha (paşa). Schooling took four years, at a school for young children (Sıbyan Mektebi); Mehmet İhsan also wrote Turkish and spoke Bulgarian and Russian. Few officials knew Russian; only 19 of the 5,211 officials did.
Work began in Istanbul in 1896/97, at about 38, paid from the start, on 350 kuruş a month. Only 49 of the 5,128 officials whose age at first work is known began work at 38 or older. Every annual entry from 1896/97 to 1905/06 places Mehmet İhsan in the same post, deliverer (Müvezzi), in Istanbul, the birthplace.
