Life#
Born in Istanbul in 1854/55 (AH 1271) into the Muslim (Müslüman) community, Mehmet Enver Efendi was the child of a colonel (miralay). Mehmet Enver had seven years of schooling, at a middle school (Rüşdiye Mektebi).
At about 22, in 1877/78, Mehmet Enver began work in the Zaptiye Kalemi in Istanbul, paid from the start, on 380 kuruş a month. The annual lists begin in 1877/78, with Mehmet Enver as 3. Sinif Teftis Memuru in Istanbul, the birthplace, where the entries run to 1878/79. From 1879 to 1901 every annual entry places Mehmet Enver in Üsküdar, with four changes of title, from sergeant (Çavuş) to inspector (Müfettiş) in 1900/01.
The salary went from 380 kuruş a month in 1877/78 to 1,500 in 1900/01, the peak, as Müfettiş in Üsküdar, when 94 per cent of paid officials earned less.
