Life#
Born in Istanbul in 1872/73 (AH 1289), İsmail Hakki Efendi came from the Muslim (Müslüman) community; the father's occupation was "Yaveran-i hazret-i sehriyariden". Schooling took seven years, at a middle school (Rüşdiye Mektebi).
İsmail Hakki began work in Istanbul in 1889/90, at about 17, with seven unpaid years as a mülazım (apprentice) before a first salary of 300 kuruş. Of the 5,142 officials with a known apprenticeship, fewer than 6 per cent worked unpaid for seven years or longer. The annual lists begin in 1896/97, with İsmail Hakki as a communications official (Muhabere Memuru) in Ioannina (Yanya). The last posts were in Thessaloniki (Selanik) and Edirne from 1898 to 1902 and Yeniköy in 1902/03.
Pay rose from 300 kuruş a month in 1896/97 to a peak of 380 in 1898/99, as Muhabere Memuru in Thessaloniki, when 28 per cent of paid officials earned less. In all, seven years of salary come to 28,920 kuruş, 68 per cent of what an official on the median salary earned in those years. After the last annual entry, for 1902/03, the list of 1903/04 (AH 1321) gives the status word Vefat (death).
