Life#
Born in Sofia (Sofya) in 1869/70 (AH 1286), Mustafa Rıfat Efendi came from the Muslim (Müslüman) community; the father was a clerk (ketebe). Schooling took seven years, at a middle school (Rüşdiye Mektebi); Mustafa Rıfat also wrote Turkish and had some knowledge of Bulgarian.
Work began in Istanbul in 1893/94, at about 24, with six unpaid years as a mülazım (apprentice) before a first salary of 95 kuruş. Every annual entry from 1899/1900 to 1905/06 places Mustafa Rıfat in the same post, communications official (Muhabere Memuru), in Tersanei amire.
Pay rose from 95 kuruş a month in 1899/1900 to a peak of 170 in 1905/06, as Muhabere Memuru in Tersanei amire, when 8 per cent of paid officials earned less.
