Life#
Mehmet Emin Efendi was born in Varna in 1838/39 (AH 1254), into the Muslim (Müslüman) community. Schooling took four years, at a school for young children (Sıbyan Mektebi).
At about 22, in 1860/61, Mehmet Emin began work in the telegraph service (Telgraf) in Edirne, paid from the start, on 500 kuruş a month. The first annual entry, for 1860/61, places Mehmet Emin in Edirne as a sergeant (Çavuş). The annual lists then follow Mehmet Emin back to Varna, the birthplace, from 1861 to 1865. The last posts were in Constanța in 1865/66 and Varna in 1866/67 and Edirne again in 1868/69.
The salary never rose above the first in the lists, 500 kuruş a month in 1860/61, as Çavuş in Edirne, when 36 per cent of paid officials earned less. The last annual entry is for 1868/69. An entry in "Sicill-i Ahvâl Defterlerine göre Osmanlı bürokrasisinde Varnalı devlet adamları" by İSA ÖZHAN (2024) probably refers to Mehmet Emin, since the name, the birthplace, the archive register and page and a place of service agree.
