Life#
Mehmet Rifat Efendi was born in Akhisar in 1845 (AH 1261) into the Muslim (Müslüman) community; the father was a clerk (ketebe). Schooling took four years, at a school for young children (Sıbyan Mektebi).
At about 21, in 1866/67, Mehmet Rifat began work in Bursa, with two unpaid years as a mülazım (apprentice) before a first salary of 400 kuruş. The first annual entry, for 1868/69, places Mehmet Rifat in Niğde as a communications official (Muhabere Memuru). The annual lists then follow Mehmet Rifat to Bilecik from 1869 to 1880. For 1880 to 1884 the lists have no entry. From 1884 to 1897 every annual entry places Mehmet Rifat in İnegöl, with a rise to director of the third grade (3. Müdür).
The salary went from 400 kuruş a month in 1868/69 to 600 in 1876/77, the peak, as Muhabere Memuru in Bilecik, when half the paid officials earned less. In all, 26 years of salary come to 166,320 kuruş, about what an official on the median salary earned in those years. The final annual entry is for 1896/97.
