Life#
Osman Vasıf Efendi was born in Istanbul in 1872/73 (AH 1289) into the Muslim (Müslüman) community; the father was a head of a sub-district (nahiye müdürü). Schooling took seven years, at a middle school (Rüşdiye Mektebi).
Osman Vasıf began work in Istanbul in 1886/87, at about 15, with five unpaid years as a mülazım (apprentice) before a first salary of 400 kuruş. The annual lists begin in 1891/92, with Osman Vasıf as a communications official (Muhabere Memuru) in Damascus (Şam). Next came eight places in 11 years, from Keşan to Sahince, with a rise to director of the third grade (3. Müdür) in 1901/02. The last post was in Domnik in 1903/04. Few officials served in as many places; fewer than 4 per cent of the 5,200 officials with a place of service did.
Pay rose from 400 kuruş a month in 1891/92 to a peak of 600 in 1901/02, as 3. Müdür in Sahince, when two in three paid officials earned less. That salary was paid for a single year, and the next list gives 300 kuruş. Over 13 years the salaries add up to 57,120 kuruş, 73 per cent of what an official on the median salary earned. The list of 1903/04 (AH 1321) gives the status word Vefat (death).
