Life#
Born in Istanbul in 1870/71 (AH 1287), Mehmet Nazmi Efendi came from the Muslim (Müslüman) community; the father was an army captain (yüzbaşı). Mehmet Nazmi had seven years of schooling, at a middle school (Rüşdiye Mektebi).
At about 20, in 1890/91, Mehmet Nazmi began work in Istanbul, with one unpaid year as a mülazım (apprentice) before a first salary of 400 kuruş. The first annual entry, for 1891/92, places Mehmet Nazmi in Damascus (Şam) as a communications official (Muhabere Memuru). The annual lists then follow Mehmet Nazmi to seven places in 12 years, from Erciş to Mitrovica (Mitroviça), with a rise to director of the third grade (3. Müdür) in 1896/97. The last posts were in Istanbul, the birthplace, from 1904 to 1907. Nine places on two continents in all, a number reached by fewer than 6 per cent of the 5,200 officials with a place of service.
Pay rose from 400 kuruş a month in 1891/92 to a peak of 600 in 1903/04, as 3. Müdür in Mitrovica, when two in three paid officials earned less. That salary was paid for a single year, and the next list gives 450 kuruş. The last annual entry is for 1906/07.
