Life#
Born in Arapgir in 1864/65 (AH 1281), Osman Nuri Efendi came from the Muslim (Müslüman) community; the father was a clerk (katip). Schooling took seven years, at a middle school (Rüşdiye Mektebi); Osman Nuri also held a qualification (a diploma, certificate, training or decoration).
Osman Nuri began work in Şebinkarahisar (Karahisar-ı Şarki) in 1877/78, at about 13, with five unpaid years as a mülazım (apprentice) before a first salary of 380 kuruş. Fewer than 6 per cent of the 5,128 officials whose age at first work is known began work at 13 or younger. The first annual entry, for 1881/82, places Osman Nuri in Adana as a communications official (Muhabere Memuru), where the entries run to 1887/88. Osman Nuri then moved to Gülnar in 1888/89, then Misis from 1889 to 1894. Next came a return to Adana from 1894 to 1896, then Ankara and Medina (Medine) from 1896 to 1902, with a rise to director of the first grade (1. Müdür) in 1899/1900 and to inspector (Müfettiş) in 1901/02. The last posts were in Aydın from 1902 to 1905.
The salary went from 380 kuruş a month in 1881/82 to 2,500 in 1901/02, the peak, as Müfettiş in Medina, when 97 per cent of paid officials earned less. The peak lasted a single year; the next list gives 2,000 kuruş. The last annual entry is for 1904/05.
