Life#
Born in Arapgir in 1866/67 (AH 1283), MEHMET RÜŞTÜ EFENDİ came from the Muslim (Müslüman) community; the father was an army captain (yüzbaşı). Schooling took seven years, at a middle school (Rüşdiye Mektebi).
Work began in Mamuretulaziz in 1881/82, at about 16, with two unpaid years as a mülazım (apprentice) before a first salary of 380 kuruş. The first annual entry, for 1883/84, places MEHMET RÜŞTÜ in Isparta as a communications official (Muhabere Memuru), where the entries run to 1888/89. The annual lists then follow MEHMET RÜŞTÜ to Adana and Erzincan from 1889 to 1894, then Beirut (Beyrut) from 1895 to 1902. MEHMET RÜŞTÜ then moved to Argonat, Kiğı and Ovacık from 1902 to 1909, with a rise to director of the third grade (3. Müdür) in 1906/07. The last post was in Harput in 1909/10. Few officials served in as many provinces; fewer than 7 per cent of the 5,200 officials with a place of service did.
The salary went from 380 kuruş a month in 1883/84 to 540 in 1906/07, the peak, as 3. Müdür in Kiğı, when 61 per cent of paid officials earned less. Over 26 years the salaries add up to 130,800 kuruş, 87 per cent of what an official on the median salary earned. The final annual entry is for 1909/10.
