Life#
Mustafa Hilmi Efendi was born in Istanbul in 1871/72 (AH 1288), into the Muslim (Müslüman) community, and the father's occupation was "Adliye Memuru". At about 13, in 1883/84, Mustafa Hilmi began work in Aleppo (Halep), paid from the start, on 400 kuruş a month. Few began so young; fewer than 6 per cent of the 5,128 officials whose age at first work is known started at 13 or younger. The annual lists begin in 1895/96, with Mustafa Hilmi as a communications official (Muhabere Memuru) in Aleppo, where the entries run to 1898/99. Mustafa Hilmi then moved to Zor, Medure and Tripoli (Trablusgarp) from 1899 to 1903, with a rise to director of the third grade (3. Müdür) in 1899/1900 and to director of the second grade (2. Müdür) in 1900/01. The last post was in Zor again in 1903/04.
The salary went from 400 kuruş a month in 1895/96 to 1,000 in 1900/01, the peak, as 2. Müdür in Medure, when 87 per cent of paid officials earned less. That salary was paid for a single year, and the next list gives 500 kuruş. The final annual entry is for 1903/04.
