Life#
Born in Shumen (Şumnu) in 1877/78 (AH 1294), Mehmet Rasim Efendi came from the Muslim (Müslüman) community. Mehmet Rasim had seven years of schooling, at a middle school (Rüşdiye Mektebi).
Work began in Istanbul in 1891/92, at about 15, with one unpaid year as a mülazım (apprentice) before a first salary of 750 kuruş. The annual lists begin in 1892/93, with Mehmet Rasim as a communications official (Muhabere Memuru) in Yemen, where the entries run to 1899/1900, with a rise to official for foreign communications (Muhaberat-ı Ecnebiye Memuriyeti) in 1898/99. From 1900 to 1903 the annual entries place Mehmet Rasim in Hicaz. Yemen, about 3,500 km from Shumen, was the post farthest from the birthplace; only 18 of the 5,162 officials with a known birthplace and place of service served as far from home.
