Life#
Born in Istanbul in 1872/73 (AH 1289), Osman Daver Bey came from the Muslim (Müslüman) community; the father was a colonel (miralay). Schooling took 12 years, at the Imperial School (Mekteb-i Sultani); Osman Daver also wrote French as well as Turkish.
Osman Daver began work in Istanbul in 1889/90, at about 17, with two unpaid years as a mülazım (apprentice) before a first salary of 100 kuruş. The first annual entry, for 1891/92, places Osman Daver in Istanbul, the birthplace, as a communications official (Muhabere Memuru). Osman Daver then moved to Anadolukavağı in 1892/93. The last posts were in Istanbul again from 1893 to 1900, first as an official for foreign communications (Muhaberat-ı Ecnebiye Memuriyeti), from 1897/98 as an official for incoming items (Mevrude Memuru).
Pay rose from 100 kuruş a month in 1891/92 to a peak of 400 in 1892/93, as Muhabere Memuru in Anadolukavağı, when 29 per cent of paid officials earned less. The peak lasted a single year; the next list gives 200 kuruş. The last annual entry is for 1899/1900.
