Mehmet Nuri Efendi was born in Edirne in 1860/61 (AH 1277) into the Muslim (Müslüman) community; the father was a tradesman (esnaf). Schooling took seven years, at a middle school (Rüşdiye Mektebi).

At about 16, in 1876/77, Mehmet Nuri began work in Edirne, with three unpaid years as a mülazım (apprentice) before a first salary of 250 kuruş. The first annual entry, for 1878/79, places Mehmet Nuri in Edirne, the birthplace, as a communications official (Muhabere Memuru). The last post was in Soufli (Sofulu) in 1879/80.

The salary never rose above the first in the lists, 250 kuruş a month in 1878/79, as Muhabere Memuru in Edirne, when 7 per cent of paid officials earned less. The final annual entry is for 1879/80.
