Life#
Born in Malatya in 1851/52 (AH 1268), Osman Efendi came from the Muslim (Müslüman) community. At about 20, in 1872/73, Osman began work in Istanbul, with one unpaid year as a mülazım (apprentice) before a first salary of 30 kuruş. The first annual entry, for 1873/74, places Osman in Istanbul as an official (Memur). Osman then moved to Mardin from 1874 to 1876, then back to Malatya, the birthplace, from 1876 to 1878. The annual lists then follow Osman to Diyarbakır from 1878 to 1882, then Elazığ from 1882 to 1894, with a rise to chief communications official (Başmuhabere Memuru). The last posts were in Koy Sanjaq (Köysancak) from 1894 to 1896, with a rise to director of the third grade (3. Müdür).
The salary went from 30 kuruş a month in 1873/74 to 600 in 1894/95, the peak, as 3. Müdür in Koy Sanjaq, when 60 per cent of paid officials earned less. The peak was 20 times the first salary, a rise matched by fewer than 5 per cent of the 2,859 officials paid for ten years or more. After the last annual entry, for 1895/96, the list of 1896/97 (AH 1314) gives the status word Vefat (death). An entry in "Sicill-i ahval defterlerine göre Malatya doğumlu memurlar: 1879-1909" by RAMAZAN ÇELEM (2014) probably refers to Osman, since the name, the birthplace and a place of service agree.
