Life#
Born in Constanța (Köstence) in 1871/72 (AH 1288), Mehmet Mazlum Efendi came from the Muslim (Müslüman) community; the father was a tradesman (esnaf). Mehmet Mazlum had seven years of schooling, at a middle school (Rüşdiye Mektebi).
At about 20, in 1891/92, Mehmet Mazlum began work in Izmir (İzmir), with four unpaid years as a mülazım (apprentice) before a first salary of 400 kuruş. The annual lists begin in 1895/96, with Mehmet Mazlum as a communications official (Muhabere Memuru) in Karamürsel. Mehmet Mazlum then moved to Ioannina (Yanya), Kosova and Sahince from 1896 to 1902, with a rise to central office official (Merkez Memuru) in 1899/1900. The last posts were in Semdiye from 1902 to 1905.
Pay rose from 400 kuruş a month in 1895/96 to a peak of 600 in 1899/1900, as Merkez Memuru in Kosova, when 70 per cent of paid officials earned less. The last annual entry is for 1904/05.
