Life#
Born in Istanbul in 1840/41 (AH 1256), Mehmet Pertev Efendi came from the Muslim (Müslüman) community; the father was a senior army captain (kolağası). Schooling took four years, at a school for young children (Sıbyan Mektebi).
Mehmet Pertev began work in Istanbul in 1861/62, at about 21, with four unpaid years as a mülazım (apprentice) before a first salary of 480 kuruş. The annual lists begin in 1865/66, with Mehmet Pertev as a communications official (Muhabere Memuru) in Balıkesir. Next came Çanakkale and Biga from 1866 to 1870, then a return to Istanbul, the birthplace, from 1871 to 1873. Mehmet Pertev then moved to Edremit, Nazilli, Sliven (İslimiye) and Tuna, four places in seven years, with a rise to director of the second grade (2. Müdür) in 1873/74. The lists have no entry for 1875 to 1877. The last post was in Ankara in 1880/81. Few officials served in as many provinces; fewer than 4 per cent of the 5,200 officials with a place of service did.
Pay rose from 480 kuruş a month in 1865/66 to a peak of 800 in 1868/69, as Muhabere Memuru in Biga, when 61 per cent of paid officials earned less. Over 13 years pay ended below where it began, 400 kuruş against 480. The last annual entry is for 1880/81.
