Life#
Hüseyin Efendi was born in Istanbul in 1870/71 (AH 1287) into the Muslim (Müslüman) community. Schooling took seven years, at a middle school (Rüşdiye Mektebi); Hüseyin also held a qualification (a diploma, certificate, training or decoration).
Hüseyin began work in Blagoevgrad (Yukarı Cuma) in 1886/87, at about 16, with three unpaid years as a mülazım (apprentice) before a first salary of 285 kuruş. The first annual entry, for 1889/90, places Hüseyin in Drama as a communications official (Muhabere Memuru). The annual lists then follow Hüseyin to Elbasan (İlbasan), Skopje (Üsküp), As-Suwayda (Süveyda) and Mezraa, four places in five years, with a rise to director of the third grade (3. Müdür) in 1893/94, then Çivril from 1896 to 1902. The last posts were in Tire from 1902 to 1904. Seven provinces on two continents in all, a number reached by fewer than 4 per cent of the 5,200 officials with a place of service.
The salary went from 285 kuruş a month in 1889/90 to 500 in 1893/94, the peak, as 3. Müdür in As-Suwayda, when 46 per cent of paid officials earned less. The last annual entry is for 1903/04.
