Life#
Born in Istanbul in 1848/49 (AH 1265), İsmail Hakki Efendi came from the Muslim (Müslüman) community. İsmail Hakki had seven years of schooling, at a middle school (Rüşdiye Mektebi).
Work began in the Evkaf Kalemi in Istanbul in 1875/76, at about 26, with three unpaid years as a mülazım (apprentice) before a first salary of 380 kuruş. The first annual entry, for 1878, places İsmail Hakki in Istanbul, the birthplace, as 3. Sinif Teftis Memuru, where the entries run to 1903/04, with a rise to 1. Sinif Polis Komiseri in 1894/95. The last posts were in Bursa in 1904/05, as a chief police commissioner (Başkomiser) and Izmir (İzmir) in 1906/07.
Pay rose from 380 kuruş a month in 1878 to a peak of 1,350 in 1904/05, as Başkomiser in Bursa, when 93 per cent of paid officials earned less. The peak lasted a single year; the next list gives 1,000 kuruş. Over 29 years the salaries add up to 239,040 kuruş, 1.4 times what an official on the median salary earned. The last annual entry is for 1906/07. The honours of İsmail Hakki were a rank (rütbe), the Osmani order and two medals ("Gumus iftihar"; "Hicaz demiryolu").
