Life#
Born in Şebinkarahisar (Karahisar-ı Şarki) in 1869/70 (AH 1286), Mehmet Rahmi Efendi came from the Muslim (Müslüman) community; the father was an army major (binbaşı). Work began in Şebinkarahisar in 1887/88, at about 18, paid from the start, on 27 kuruş a month. The annual lists begin in 1887/88, with Mehmet Rahmi in the correspondence office (Tahrirat Kalemi) in Şebinkarahisar, the birthplace. The lists have no entry for 1889 to 1891. The annual lists then follow Mehmet Rahmi to four places in six years, with a rise to communications official (Muhabere Memuru) in 1891/92 and to director of the second grade (2. Müdür) in 1896/97, then Antakya from 1897 to 1902. The last posts were in Erzincan from 1903 to 1905. Six provinces on two continents in all, a number reached by fewer than 7 per cent of the 5,200 officials with a place of service.
Pay rose from 27 kuruş a month in 1887/88 to a peak of 1,080 in 1896/97, as 2. Müdür in Zor, when 91 per cent of paid officials earned less. The peak was 40 times the first salary, a rise matched by fewer than 2 per cent of the 2,859 officials paid for ten years or more. The final annual entry is for 1904/05. Mehmet Rahmi probably has an entry in "Osmanlı bürokrasisinde Giresunlu devlet adamları (1879-1909)" by AHMET YADİ (2014) (the name and the archive register and page agree, though the birthplace differs).
