Life#
Born in Şebinkarahisar (Karahisar-ı Şarki) in 1873/74 (AH 1290) into the Muslim (Müslüman) community, Hüseyin Tahsin Efendi was the child of a tradesman (esnaf). At about 17, in 1890/91, Hüseyin Tahsin began work in the telegraph service (Telgraf) in Istanbul, with four unpaid years as a mülazım (apprentice) before a first salary of 400 kuruş. The first annual entry, for 1894/95, places Hüseyin Tahsin in Konya as a communications official (Muhabere Memuru), where the entries run to 1896/97. Next came a return to Konya from 1899 to 1902. The last posts were in Novi Pazar in 1902/03 and Elazığ in 1903/04 and Şebinkarahisar, the birthplace, from 1904 to 1906.
The salary went from 400 kuruş a month in 1894/95 to 800 in 1898/99, the peak, as a soldier (Asker), when 85 per cent of paid officials earned less. That salary was paid for a single year, and the next list gives 600 kuruş. Over ten years pay ended where it began, at 400 kuruş. The last annual entry is for 1905/06. An entry in "Osmanlı bürokrasisinde Giresunlu devlet adamları (1879-1909)" by AHMET YADİ (2014) probably refers to Hüseyin Tahsin, since the name and the archive register and page agree, though the birthplace differs.
