Nail Efendi was born in Istanbul in 1862/63 (AH 1279) into the Muslim (Müslüman) community; the father was an army captain (yüzbaşı). Schooling took seven years, at a middle school (Rüşdiye Mektebi).

At about 19, in 1881/82, Nail began work in Eregli, paid from the start, on 300 kuruş a month. The annual lists begin in 1881/82, with Nail as an official (Memur) in Marmara Ereğlisi. The last posts were in Alacaagiz in 1882/83 and Beirut (Beyrut) in 1884/85.
