Life#
Born in Istanbul in 1874/75 (AH 1291), Mustafa İzzet Bey came from the Muslim (Müslüman) community; the father's occupation was "Posta ve Telgraf Naziri". At about 16, in 1890/91, Mustafa İzzet began work in Istanbul, with two unpaid years as a mülazım (apprentice) before a first salary of 1,200 kuruş. The first annual entry, for 1892/93, places Mustafa İzzet in Edirne as an assistant inspector (Müfettiş Muavini). Mustafa İzzet then moved to Istanbul in 1893/94, then back to Edirne from 1894 to 1896. The annual lists then follow Mustafa İzzet to Tripoli in 1896/97, as Müfettiş Muavini, and Van in 1898/99. The last posts were in Konya from 1899 to 1903. Few officials served on three continents (Africa, Asia and Europe); fewer than 2 per cent of the 5,200 officials with a place of service did.
Pay rose from 1,200 kuruş a month in 1892/93 to a peak of 1,800 in 1898/99, as Müfettiş Muavini in Van, when 96 per cent of paid officials earned less. Over the years with a salary, pay stood on average in the top 6.2 per cent of each year's paid officials, a standing reached by 39 of the 3,805 officials paid for five years or more. The final annual entry is for 1902/03.
