Life#
Born in Giresun in 1873/74 (AH 1290), Mehmet İhsan Efendi came from the Muslim (Müslüman) community; the father was a tradesman (esnaf). Work began in Giresun in 1891/92, at about 18, with half a year without pay as a mülazım (apprentice) before a first salary of 380 kuruş. The first annual entry, for 1891/92, places Mehmet İhsan in Yozgat as a communications official (Muhabere Memuru). Next came İskenderun from 1893 to 1895, then Eskişehir from 1895 to 1900. Mehmet İhsan then moved to Konya in 1900/01, as an assistant inspector (Müfettiş Muavini), and Beirut in 1901/02, as a director of the first grade (1. Müdür). The last posts were in Eskişehir again from 1902 to 1905.
The salary went from 380 kuruş a month in 1891/92 to 1,350 in 1901/02, the peak, as 1. Müdür in Beirut, when 93 per cent of paid officials earned less. Over the years with a salary, pay stood on average in the top 18.4 per cent of each year's paid officials, a standing reached by fewer than 6 per cent of the 3,805 officials paid for five years or more. The last annual entry is for 1904/05. An entry in "Osmanlı bürokrasisinde Giresunlu devlet adamları (1879-1909)" by AHMET YADİ (2014) probably refers to Mehmet İhsan, since the name, the birthplace and the archive register and page agree.
