Life#
Born in Rize in 1876/77 (AH 1293), Muhsin Rüştü Efendi came from the Muslim (Müslüman) community; the father was a tradesman (esnaf). Schooling took seven years, at a middle school (Rüşdiye Mektebi).
At about 15, in 1890/91, Muhsin Rüştü began work in Rize, with two unpaid years as a mülazım (apprentice) before a first salary of 380 kuruş. The annual lists begin in 1892/93, with Muhsin Rüştü as a communications official (Muhabere Memuru) in Doğubayazıt (Bayezid), where the entries run to 1895/96. The last posts were in Bayburt and Gümüşhane from 1896 to 1901 and Ordu in 1901/02.
