Life#
İsmail Hakkı Efendi was born in Rize in 1871/72 (AH 1288) into the Muslim (Müslüman) community; the father was an army captain (yüzbaşı). Schooling took seven years, at a middle school (Rüşdiye Mektebi).
At about 18, in 1889/90, İsmail Hakkı began work in Istanbul, with two unpaid years as a mülazım (apprentice) before a first salary of 300 kuruş. The annual lists begin in 1891/92, with İsmail Hakkı as a communications official (Muhabere Memuru) in Mürefte. İsmail Hakkı then moved to Keşan from 1892 to 1897, then Sarmasik, Vize and Kastoria (Kesriye) from 1898 to 1906, with a rise to director of the third grade (3. Müdür) in 1898/99. The last post was in Kozani (Kozana) in 1906/07.
Pay rose from 300 kuruş a month in 1891/92 to a peak of 500 in 1898/99, as 3. Müdür in Sarmasik, when 48 per cent of paid officials earned less. The last annual entry is for 1906/07.
