Life#
Born in Istanbul in 1854/55 (AH 1271) into the Muslim (Müslüman) community, İbrahim Hilmi Efendi was the child of a tradesman (esnaf). İbrahim Hilmi had seven years of schooling, at a middle school (Rüşdiye Mektebi), and attended the telegraph school as well.
Work began in Istanbul in 1871/72, at about 16, with two unpaid years as a mülazım (apprentice) before a first salary of 30 kuruş. The first annual entry, for 1873/74, places İbrahim Hilmi in Istanbul, the birthplace, as an official (Memur). The annual lists then follow İbrahim Hilmi to four places in nine years, with a rise to communications official (Muhabere Memuru) in 1875/76, then Komotini (Gümülcine) from 1883 to 1888. Next came Mersin from 1888 to 1896. The last posts were in Istanbul again from 1896 to 1905, first as Muhabere Memuru, from 1898/99 in the documents office (Evrak Kalemi).
Pay rose from 30 kuruş a month in 1873/74 to a peak of 600 in 1878/79, as Muhabere Memuru in Didymoteicho, when 47 per cent of paid officials earned less. Over 31 years the salaries add up to 180,480 kuruş, about what an official on the median salary earned. Pay rose to 20 times the first salary; fewer than 5 per cent of the 2,859 officials paid for ten years or more rose as far. The final annual entry is for 1904/05.
