Life#
Born in Serres (Siroz) in 1877/78 (AH 1294) into the Muslim (Müslüman) community, Mehmet Hilmi Efendi was the child of a tradesman (esnaf). Schooling took seven years, at a middle school (Rüşdiye Mektebi).
Work began in Serres in 1894/95, at about 17, with two unpaid years as a mülazım (apprentice) before a first salary of 250 kuruş. The annual lists begin in 1896/97, with Mehmet Hilmi as a communications official (Muhabere Memuru) in Razlog (Razlık). The lists have no entry for 1898 to 1900. The last posts were in Kastamonu from 1900 to 1904 and Sjenica (Seniçe) from 1904 to 1906.
Pay rose from 250 kuruş a month in 1896/97 to a peak of 400 in 1904/05, as Muhabere Memuru in Sjenica, when 38 per cent of paid officials earned less. In all, eight years of salary come to 29,280 kuruş, 62 per cent of what an official on the median salary earned in those years. The final annual entry is for 1905/06.
