Life#
Mustafa Fazıl Efendi was born in Sivas in 1870/71 (AH 1287) into the Muslim (Müslüman) community; the father was a chief telegraph director (telgraf başmüdürü). Schooling took seven years, at a middle school (Rüşdiye Mektebi); Mustafa Fazıl also wrote Arabic, French and Turkish.
Mustafa Fazıl began work in Mecca (Mekke) in 1889/90, at about 19, with one unpaid year as a mülazım (apprentice) before a first salary of 750 kuruş. The first annual entry, for 1890/91, places Mustafa Fazıl in Mecca as a communications official (Muhabere Memuru), where the entries run to 1902/03. The last post was in Taif in 1903/04.
The salary went from 750 kuruş a month in 1890/91 to 800 in 1902/03, the peak, as Muhabere Memuru in Mecca, when 81 per cent of paid officials earned less. The final annual entry is for 1903/04. Mustafa Fazıl probably has an entry in "Sicill-i Ahval Defterlerine göre Sivaslı devlet adamları" by NESLİHAN EROL (2022) (the name and the birthplace agree).
