Life#
Born in Istanbul in 1869/70 (AH 1286), Mustafa Tevfik Efendi came from the Muslim (Müslüman) community; the father's occupation was "Asar Muduru". Schooling took seven years, at a middle school (Rüşdiye Mektebi).
Mustafa Tevfik began work in Istanbul in 1881/82, at about 13, with seven unpaid years as a mülazım (apprentice) before a first salary of 150 kuruş. Fewer than 6 per cent of the 5,142 officials with a known apprenticeship worked unpaid for seven years or longer. Of the 5,128 officials whose age at first work is known, fewer than 6 per cent started at 13 or younger. The first annual entry, for 1888/89, places Mustafa Tevfik in Istanbul, the birthplace, as a communications official (Muhabere Memuru). Mustafa Tevfik then moved to Rumelihisarı, Büyükdere and Çorlu from 1889 to 1895, then Alexandroupoli (Dedeağaç) from 1895 to 1904. The last posts were in Smolyan (Ahiçelebi) from 1904 to 1906 and Ahtopol (Ahtabolu) in 1906/07, with a rise to director of the third grade (3. Müdür) in 1904/05.
Pay rose from 150 kuruş a month in 1888/89 to a peak of 540 in 1904/05, as 3. Müdür in Smolyan, when 61 per cent of paid officials earned less. In all, 18 years of salary come to 76,440 kuruş, 71 per cent of what an official on the median salary earned in those years. The final annual entry is for 1906/07.
